I think you can drop the 'usually' from your suggestion.
"declared as weekends" sounds odd as well.
Actually, Borascasli's "weekend days" wasn't bad either.
Imperialist countries will often declare weekends, rather than define them.
"usually" should be a question of a translation check, since it does add a new element to the sentence. It's slightly repetitive with "most", but the two are not completely the same.
