
Nope. The sentences you link have a different meaning.
"There is one language that is never enough." - the language in question, the language we are talking about is not enough. Consider we are talking about Sumerian which is never enough in modern world.
"One language is not enough." - there aren't any situations where not more than one language would be enough. Consider the modern multicultural world, which speaks many languages so you have to speak at least two languages e.g. to succeed in life.

A little more context might make it a better example, even though I don't necessarily think either of these are perfect examples.
For example, ....
There is one language that is never enough. That language is Sumerian.
Or,
Sumerian is the one language that is never enough.
