This sentence is broken English and there is no time indication. I can understand it to mean:
1. When did the letter arrive?
2. How long will it take for the letter to arrive?
instead of "to place" use either "here" or "there".

lukaszpp hasn't signed on since December 2011. I suggest someone change this sentence to conform to the Spanish and Portuguese translations, and that would be:
"How long will it take for the letter to arrive"
