If you ask someone why he/she bought flowers, this sentence doesn't sound natural. I would use the one of these sentences: どうして花を買ったの？/ どうして花を買ったのですか？/ どうして花を買ったんですか？/ どうして花を買ったんだ？

どうして花を買ったか？ could be at the situation that you ask someone's question again. Here are some examples.
A: どうして花を買ったの？
B: どうして花を買ったか？なんでそんな質問を俺にするんだ？

A: どうして花を買ったんだ？
B: どうして花を買ったか？おまえ、今そう言ったか？周りがうるさすぎて、よく聞こえなかったんだよ。

I'm a bit in trouble with のです but I guess it'll comes naturally ~

"の”　isn't a particle for kids/woman ? Or everyone can use it ?

"の" at the end of a question could be used by everyone.
どこ行ってきたの？
ごはん食べたの？
明日はどこも行かないの？

However, if "の" is at the end of a sentence, it sounds girly and feminine.
今日ね、友達と遊んできたの。
明日、東京へ行ってこようと思うの。
この問題が分からなくて、困ってるの。

And "の" in 買ったのですか is a different usage from "の" at the end of a question and a sentence. It's a kind of glue to bond a verb "買う" and an auxiliary "です". So, it is also used by everyone. :)

Ok I see, の is girly at the end of an affirmative sentence but not at the end of a question.
