Not exactly. It means "Mogę pożyczyć pana słownik?" too. Why I chose the honorific form 'pan' instead of plain 'ty'? Look at the Japanese equivalent - it has あなた and -ですか. They are used when speaking to a stranger, not a friend. Roughly in the same situation the Polish sentence would use 'pan' form.
