Tu phrase non ha essite addite perque le sequente jam existe.
I suspect Ogden Nash to be the author; it seems to be in the style of his lightly humorous verse. But I'll hunt about a bit and try to find out for sure. This poem will not be quite as funny in other languages where the accidental near-homonym of "whether" and "weather" will not occur.
