is closer to
"Tom could speak french"
If the context is like:
"We visited France for the holiday but we did not have much luck in finding anything noteworthy. But that was only till Tom joined us. We went to a local pub. Tom spoke french. And ta-da, behold, all the sober faced locals were our friends in no time. "
Then, as you say "トムはフランス語が出来た。" is wrong. Should be "トムはフランス語を話した。"
But in a context like(consider Tom deceased):
"About 60 years ago when we had to go to France, I asked Tom to come with us(Tom spoke French). ..."
Then, "トムはフランス語が出来た。" seems appropriate.
