The English from which it is translated is:
An aging population will require more spending on health care.
But I think the Russian means something like this:
The aging of the population will require more spending on health care.
which is not quite the same thing. I think it should instead be something like this:
Стареющее населениe будет требовать больших затрат на здравоохранение.

Isn't this pretty much the same thing? Population aging means aged population will expand. It certainly sounds more natural the way it is. I'd recommend putting the stress on бо́льших though to differentiate.
I agree with both of you. Alan's suggestion is more accurate but this translation also seems valid since the meaning is close.
I guess you can remove the NNC tag now. Still suggest putting the stress on бо́льших for clarity.

I agree, too.
I think "An aging population will ..." is more likely how you would see something like this in a newspaper or magazine.
