I would have liked to come with you, but I didn't have time.

(Since "I didn't have time" is in the past, therefore "I would have liked to come" has to be in the past.)

"to come with" sounds like a translation from German.I have never heard it in Canada. After some research I found that it occurs in some American dialects, but is considered an error. http://public.wsu.edu/~brians/errors/comewith.html
