I don't know, if you can call that "acronym". In any case, the fist letter of each word is the first letter of a "planet" (when "Pluto" was still a planet).
The German variant doesn't mean the same as the French sentence, but it has the same function: memorise the 9 "planets" by their first letters in the same order (from 'closest to the sun' to 'farthest from the sun').
By the way, the German sentence means: ~ "My father explains every sunday our nine planets to me."
