Although it is natural to end Japanese sentences with けど in _this_ case it's likely that the next sentence will be the 話 in question, right? So you just have two Japanese sentences = one English sentence or one Japanese sentence = half an English sentence.
The only sensible solution I see other than the ... approach would be to add the second half to both examples.

ちょっと言いにくい話なんだけど。小川さんの娘が万引きをしたそうです。
or something similar.

Yeah, but I don't agree that 'other than the ... approach' is necessarily the best choice in this, and probably most other incomplete sentences.
I wonder how many of these would be considered incomplete sentences.
(The Japanese is OK the way it is. The English is incomplete.)
