It should be "ペンキ塗りたて注意" and I think it"s the most common phrase. "ペンキ塗りたてにつき注意" could be used as well.

I don't think that _everything_ that isn't a standard conversational / written sentence necessarily needs to be excluded. Cautionary signs are OK in my book.
