This is linked both to Russian and English, but they are not equivalent.
Does this mean 'He is sure to come' (=He will certainly come) or 'He is sure that he will come' (=He thinks he will come)?

The latter. I thought that "he is sure to come" meant about the same, but I've unlinked it now.

I'm very sure that the audio actually says "Ik weet zeker…", not "Hij weet zeker". What to do?

Yes, the audio says "Ik weet zeker dat hij komt". In my opinion we should change the sentence to "ik weet zeker..." and then unlink it from all the other languages.
Maybe there is a way to unlink only the audio, but I'm not aware how to do it. I will ask for assistance from an admin.
