Can someone explain the meaning of this sentence, please? I think it's a proverb, but I'm not sure of its meaning.

Actually, half of the links there have no information about it and a quarter of the others are from Tatoeba... But I found this:
Used to mean that if a person is accusing you of say, cheating, it's most likely because they've already done it or are thinking about it.
Is this definition right? (By the way, I tried finding any translation of this proverb into Spanish but I didn't find any)
