To me, this should be 'one of those people who blog'. I consider the relative pronoun "who" to be referring to "people", a plural noun. 'People who blogs' sounds wrong to me.

Many writers base the verb choice on the "one of ..." part.

However, some do treat this as a plural.
Note that you can't really tell if the verb is in the past tense, or a modal like "can" or "must" is used.
