The English above, "He is deficient in his decisions.", is almost meaningless and doesn't match the Japanese. I am trying to think of something better. How about:
"He lacks decisiveness."
"He is lacking in decisiveness."
"He is not decisive."
"He is indecisive."
Thoughts?
I'd suggest adding two sentences:
"He lacks decisiveness."
"He is lacking in decisiveness."
