This is a tricky idiom to understand. Would the following be an example of a clock being fast?
The actual time is 16:00. The clock is showing 16:05.
In particular, is this distinct from the clock going faster than it should (which would lead to the difference of what the clock shows and what it should show, growing), or is that also an instance of a fast clock?
"Fast" is tricky here also because it might refer to speed or to being stuck, as in "to hold someone fast".

"Clock" might also refer to the clock signal in digital circuits, and the sentence would mean that the signal has a high frequency. https://en.m.wikipedia.org/wiki/Clock_signal
