I think this phrase need revision from a native person.
You can "hang up" the phone.
You can hang sth up (stop using)
be hung-up on sth (extremely interested or worried)
"Have a hang-up"
but... Can the bad weather hung up a plane?
I would say: "The bad weather delayed the plane for two hours".
But I'm not a native, so maybe you use this expression in a colloquial way.
Thanks!
