Yes.
Thouht I personally use Вітаю/Vitaju as a formal version of "Hello", while for "Congratulations" I usually use Віншую/Vinšuju. But both are possible.
Note that Ukrainian is the same.
BTW it can also mean "Welcome" :P
ok, well, these things happen from time to time, jajajaja.
It's a pity no one here studies Belarusian. ;)
