That's different.
When do you start working? ~ When do you begin to work? ("working" is gerund, i.e. a verb form)
When do you start work? = When do you begin your work? ("work" is a noun, doesn't need an article here because it's generalised)
The noun question refers to your work schedule. The verb question can refer to any activity that could be considered "working", doesn't have to be a regular job.
