How do I add the Pangasinan language in the list of languages?

We will take care of adding Pangasinan language to Tatoeba for you. All you have to do is translate sentences from other languages to Pangasinan (and remember to change the flag to 'other language' [white flag with '?'] as you have done here), and then maybe in a couple of weeks, Pangasinan will be added.
To find sentences, in the above menu, you could go to
Contribute >> Translate Sentences
Go to the bottom section "Display random sentences" change language to "English" and click "show random sentences". You will now see 5 random English sentences (unless you changed the number '5' to '15' in the box marked 'Quantity').
To translate, click on the 文A icon above the sentence, type a translation in Pangasinan language, click "submit translation", then click the flag next to your new sentence, then choose 'other language' (You MAY have to click on English or Tagalog FIRST, and then change to 'other language').

Kanayon taka mean You are my townmate.

I thought it meant more like "You are my relative." ("Eres mi pariente." in Spanish)

No. ka+nayon (town).
Kanayon could also mean Kabaleyan where Baley is also town or municipality.
Relative in Pangasinan is Boleg or Kadalaan.
I was trying to translate the sentences but I can't find the icon.
