A resident alien is someone who is not a citizen of the country but has legal residence in that country. So, if I am a citizen of Azerbaijan and I have a visa to live and work in the United States, then I am a resident alien of the United States. I must pay taxes and be subject to all the legal obligations of being a resident, except that I will not be allowed to vote in any federal or state elections.
