Shouldn't there be "degrees" or a ° sign?
When 'C' is specified, I don't think stating 'degrees' is necessary. At least, I've heard and read it this way fairly often.
I agree with @sabretou. It's optional. Some style guides prefer it written without a degree symbol:

I've heard it read as 'eighteen degrees celsius'.
