Does 城区 really mean rural area? Cedict says it's rather "city district / urban area", while rural area would be "农村". Also, "city district" would make more sense to me, looking at the first of the two characters. I made a Google search and it came up with the city center of Hangzhou, the city where I currently live :-) . Alas, my Chinese is still pretty bad and this could be an exception to the rule.
