tenho uma pergunta, "todo ano" quer dizer em espanhol "durante todo el año" ou "todos los años"?

No uso comum, em expressões desse tipo, omitimos o artigo quando queremos dizer que algo se repete periodicamente. Na prática, temos:

=> todo dia = todos os dias
=> todo o dia = o dia todo, o dia inteiro, durante todo o dia

Eis um exemplo interessante na Declaração Universal dos Direitos Humanos:
Artigo I. Todas as pessoas nascem livres e iguais em dignidade e direitos. São dotadas de razão e consciência e devem agir em relação umas às outras com espírito de fraternidade.
Artigo III. Toda pessoa tem direito à vida, à liberdade e à segurança pessoal.

Neste exemplo, "todas as pessoas" e "toda pessoa" são expressões equivalentes.
