中華街とは should be 中華街は.

If a sentence begins with ～とは, it should be ended with a segment with a noun such as

街である。
名である。
ことだ。
ものだ。　etc

I'm afraid the changed sentence doesn't make sence.

My intention of the examples was for general information on using ～とは and not for this sentence.

By the changed sentence, do you mean
中華街とは中区山下町の街の名である。
?

Anyway, for saying the meaning of the English sentence,
中華街は中区山下町にある。 seems best.

To be honest, I’ve not meet with this construction yet(maybe just don't remember, anyway, i have a many gaps in grammatical knowledges ), so I don’t know how it could be better(( In any case, thank you.
