has → had?

All of these would be fine:
Tom admitted that he always had trouble...
Tom admitted that he always has trouble...
Tom admitted that he has always had trouble...
Tom admitted that he had always had trouble...
In English, the tense used to indicate when the utterance was produced does not need to match the tense within the utterance.
This page (near the bottom):
https://www.ef.edu/english-reso...ported-speech/
says something similar:
"You do not need to change the tense if ... the original statement was about something that is still true, e.g.
...
We explained that it is very difficult to find our house."
