It's continuous present. It could be said at the start of the week or any time during the week in question. Contunuous present can also refer to a future event eg. "Tom is taking next week off". You can even say "Tom has taken the week off" during the week in question.
It wouldn't mean that he has already taken the week off. If it was said after the week in question it would be "Tom took the week off", "Tom took last week off" etc.
