raw Google results are crap, as you well know. Our own translation mistakes on Tatoeba are in there as well, making it a self-fulfilling prophecy...
If you query Google Books, which is much more trustworthy, reflecting usage by mostly native literate people (although it also features numerous poor translations by non natives) you see that "covered with" outperforms "covered by" 4 to 1. And "covered by" is better suited for insurance or such things, rather than physical overlay. I maintain "covered by" when refering to the forests on the Earth is not the best choice.
