Bon, du coup je viens de vérifier, et apparemment, ni toi ni moi n'avons raison. Ça ne marche pas comme « Pays-Bas ». La bonne orthographe serait « Pays basque » avec une minuscule sur « basque », ce qui est cohérent avec les adjectifs de nationalité...

Je veux bien d'autres avis complémentaires pour éclairer ce point...

Oui effectivement « Pays basque » semble être l'usage.
