はアンリンクすべきではないでしょうか？
「クッキーは」って言うとき、語り手は、相手がクッキーについて既に何か知っていることを想定しているわけですよね。↑の3つの英文は、新たにクッキーの存在を知らせているのではありませんか？

日本語の文を「クッキーが」に変えれば全ての英文に合致しませんか？

そうすると

Las galletas están debajo de la mesa.
に合わなくなってしまいます。

確かに「クッキーは」にピッタリくるのはThe cookies...だけですよね。
他の英文はやはり「クッキーが」の方がよさそうですね。
