Also, I am not sure as if the phrase "what is the secret to" has the same area of use in English as it has in Russian (i.e. "what is the reason", "why", and in negative contexts "where lies the problem").

2 CK: The sentence is, supposedly, just one of the sentences in an article (of course, I didn't copy it word-for-word). The meaning is somewhere along the lines "Now, why is school course in math so conservative?"
The point of the article was that school math hasn't changed much over centuries, and has little in common with a contemporary university-level Mathematics.
