My personal understanding is that to have in tatoeba sentences which are complete in grammatical sense is not an aim in itself. Such sentences present words in a context, a situation we understand, remember and reproduce more easily. As alexmarcelo has shown in his example "Um soldado que lutará." can be an utterance that works fine as a part of a conversation, but this example also shows how much the adding of "Quem é ele?" (which by the way is a complete sentence) helps to understand the following utterance by showing a situation in which it can occur.
