Yes, there is.
"Els" (to wear) may be used with all items of clothing like pants, dress, jacket, etc. (including smaller items like gloves, hat, etc.).
"Qqen" (to wear) is particularly used with small items like hats (and in some Moroccan dialects, shoes). It is also used for watches, glasses and jewelry:
Qqneɣ tacacit. (but I also can say "Lsiɣ tacacit").
I wore a wooly hat/winter hat.
Teqqen tigeḍmatin n wureɣ.
She wore gold earrings.
Yeqqen tamrint-nni ay as-fkiɣ d asefk.
He wore the watch I gave him [as a present].
The Amazigh word for "jewel" is "asɣun" and it comes from the root ƔN/QN which gave verb "qqen". So, a jewel is called "asɣun" because it is associated to the verb "qqen".
The original meaning of "qqen" is "to tie", since, probably, in prehistory (the period during which proto-Amazigh/proto-Berber was spoken), people used to "tie" jewelry to their bodies :-)
