意味はちょっと違うだと思います。　"老人は新しい技術を理解することに苦しんでいる。"とか。

ひとつ確かめたいんですが、modern technologyというのは必ず現在からの視点でそう呼ぶのでしょうか？例えば modern technology in the 19 century　と言うことは可能でしょうか？

もし答えが「イエス」であれば、この英文を「高齢者は（いつの時代も）苦しむ」という普遍的な事実を語っているととらえて、私のように訳すのも無茶ではないと思います。

「ノー」であるなら（そんな気がして来ましたが）訳として飛躍しすぎと言えるでしょう。

"例えば modern technology in the 19 century　と言うことは可能でしょうか？"

答えは「ノー」だと思います。でも、こういう文で使える：I used a time travel machine to bring back modern technology into the 19th century.
