About this で満ちている: when is で used and when is に満ちている more appropriate?

に満ちている means roughly that something is filled with something. で満ちている is used in a more descriptive way, such as "full of confidence". That being said, I kind of feel that the above sentence should be に満ちている. Truth be told, it is a bit confusing to me too.

Or, maybe it is appropriate to say that で denotes "all kinds of things" whereas に is a specific something.
