If a sentence ends with しなかったのか, I feel it is incomplete.

I think しなかったのか could be used at the end of the sentence, if it is the title of a book, a report and an article.

The sentence is asking about 昨夜, "I" want to ask and know a reason, it sounds strange when the ending is しなかったのか.

I won't break TRANG's rules, I agree with them. However, if an orphan sentence doesn't sounds natural but it's grammatical, shouldn't I change it after I adopt it?
