Talvez eu esteja errado, mas nunca antes eu havia visto esse ''lho'' (dizer-lho''). Está mesmo correto?
Não seria ''dizer-lhe''?

É um caso de contração do oblíquo átono "lhe". Esse tipo de uso é considerado arcaísmo por muitos brasileiros, mas se faz bastante comum em textos dos séculos passados (como nas obras de Machado de Assis) e também na literatura contemporânea.

Um exemplo talvez mais simples seria:
=> "Eu te mostrei os presentes?" "Não, não mos mostraste." (mos = me + os)
