Is this really considered a sentence?

It is a piece of art, text on a museum wall...
Capital letter at the beginning and a full stop - make it a sentence.

I don't agree.
It's no more a sentence than the following are.
One, two, three, four.
Blue, yellow, green, red, purple.
At night, in the morning, after school, in the evening.
On a bus, on a train, in a car, on a bicycle, on a horse.

It probably is, yet we have many like the "One, two, three, four."
