This is my understanding of it. Maybe CK might have a comment.
My imagined context would be: I've lost something and my wife says "where did you look?" and I would reply "I've been all over" [the yard, house etc understood]. [Edit: it could also be said like: "Where have you been during your visit to our country?" "I've been all over (the country)]?
I must say these extra short sentences with no context can be a challenge to explain. I hope my example hasn't led you up the garden path (another idiom!).
(By the way, a google search on the Turkish came up with: I've been verbally bullied) ???
This might be a misunderstanding of another idiom which is close to the one we are discussing. "To be all over someone" can mean to be aggressive towards them and assault them (as well as meaning showing affection or being amorous).
