とりあえずはそう考えていいかと思います。
『明鏡国語辞典』によると、「今日は行きたくないの」「今日は休みなのよ」のような「の」は「多く女性が使う」のに対して、「もう行くの?」「まだ帰らないの?」「どうしたの?」などの「の」は「近年は男性も使う」ということです。この例文の「の」は当然前者の方です。

ただこういう区別は最近はなかなか明確に言いにくくなっている気がします。この平叙文の「の」はぼくはときどき使っています。

Do I understand right that in modern Japanese masculine speech it's not uncommon to hear "の" at the end of not only interrogative but also declarative sentences?

You seem to be taking it right, but I must add that it's still relatively rare to hear a man using "の" at the end of a declarative sentence. I think you shouldn't try saying "~の。".

"~の?" is fine, and of course "の" as in "トムの家" is absolutely fine.
