"storm" would usually be a thunderstorm, not just a lot of wind, wouldn't it?
The Google dictionary definition of "storm" is "a violent disturbance of the atmosphere with strong winds and usually rain, thunder, lightning, or snow". That matches how I think of the word, though I would group them differently: "... and usually either rain (often accompanied by thunder and lightning) or snow."
Thanks, Alan! It seems that matches the Japanese way of thinking whereas the German "Sturm" only means heavy winds. I suppose "Unwetter" is the right word to translate both "storm" and 嵐.
