Well, I've heard of a "loud tie", so I have to presume that a "quiet tie" also exists. I discovered that Amazon sells a "quiet tie rack" . Here's a fashion expert: "But stay with what's classic and traditional: navy blazer, gray dress pants, perhaps a blue or subtly striped shirt and a quiet tie."
Here's an Italian tie company: " The expression “a flowered tie” can mean lots of things from a quiet tie with daisy design repeated regularly, to an exuberate tie with one huge sunflower in the centre."
