Something tells me this should be a present perfect: Since when has Ricardo been married?

I accept your correction.
However, if the sentence had ended with "?!" and not just "?", my suggestion of: "Since when is Ricardo married?!" would be equally legitimate translation, like in a situation where you speak with Ricardo on a daily basis, and you are surprised to hear the news or the rumors. In that case this information should be VERY FRESH, IF IT IS TRUE.
