This is commonly spoken but erroneous English usage. As written, the sentence literally means the precise opposite of the meaning it is intended to convey. That is, one should understand someone uttering this to mean:

"I personally couldn't care less" (about something).

Whether this is erroneous or not depends on whether you subscribe to a prescriptive grammar or a descriptive grammar.

No native speaker would misunderstand the intended meaning of this sentence.
