
I'm not sure this is a question. When you say this, do you actually expect a reply ? Or isn't it more a kind of complain ?

In spoken English it could be a question mark or an exclamation mark. It the voice goes up on "really" it's a question. If it doesn't, it's an exclamation. Context would be needed to know which one this is.

But then, what does it mean in each case ?
