If the water is rising within the boat, you would think people would want to leave it. Or where else would the water be rising?

I think CK has the correct word. However, I am only familiar with the phrase "entrar em PÂNICO" which is what the Portuguese say to mean "to panic". I am not sure of "entrar em DESESPERO". Perhaps both means the same. On the other hand, "they entered desperately" would translate to "eles entraram desesperadamente", which is the wrong sense.
