Regarding "This is an outright lie!"

Native English speaker confirming. Outrage naturally phrased, as long as the "this" is something physically close to the speaker.

If the speaker is holding a newspaper and objecting to something printed in it, the speaker could hold up the newspaper, point to the item, and say "This is an outright lie!"

Otherwise, more generally, "That is..." or "That's..." would be more natural. If someone is standing in the room, telling a lie, and you object, you'd say, "That's an outright lie!"

In the appropriate context, each version is possible.
