We'd also say "a fool if ever I saw one." but this no doubt would not suit the Russian.

I think as in imperative, it reads better without the "you"; as a volitive it ought to have an added "would". I think the first word, the Russian “Ну” needs some kind of a translation too.
Perhaps one of these:
Well, just look at that Tom — as foolish as they come.
Now, would you look at that Tom — as foolish as they come.
