過去のことを語っているという場合もありうるのですが、発話の時点で泣きたい気分である、という意味になることの方がずっと多い気がします。

「見てたら」で「い」が省略されているので話し言葉の文体なのですが、話し言葉でこの内容を過去のこととして語るなら、「なってきた。」で終わるのはちょっと不自然な感じがするんですよね。過去のことなら、ぼくだったら「なってきて。」とか「なってきて、」とか「なってきたんだ（よね）。」の形を使います。

一方で書き言葉の文体ならこの文末で過去のことを語るのは全く問題ないのですが、書き言葉だったら「見てたら」はふさわしくなく、「見ていたら」か「見ていると」であるべきだと思います。
